School facilities that are clean, in good repair, and designed to support high academic standards are more likely to support higher student achievement, regardless of student socioeconomic status. Students who receive instruction in buildings with good environmental conditions can earn test scores that are 5 to 17 percent higher than scores for students in substandard buildings.More than 85 percent of the classrooms in California are more than 25 years old, 30 percent of the classrooms are between 50 to 70 years old, and about 10 percent of the classrooms are 70 years old or olderMany public schools and community colleges throughout California are outdated and need repairs and upgrades to meet basic health and safety standards, prepare students for college and 21st Century careers, and retain and attract quality teachers. Prop 2 will help make essential updates to schools – to fix leaking roofs, malfunctioning bathrooms, and to remove or replace asbestos, mold, lead paint and lead pipes.Prop 2 also contains strict accountability provisions, public disclosure, and independent audits to ensure our schools actually get fixed.<h3>Aren’t voters being asked to decide too much for school facilities, with both Prop 2 and dozens (hundreds?) of local school bonds on ballots across the state this November?</h3>Prop 2 will match local bond dollars, allowing that local funding to go farther. Without the necessary revenue from Prop 2, local communities would be on the hook to pay for school updates that are in dire need of immediate fixing. This increases Sacramento’s share of funding these needed repairs.<h3>What is the difference between Prop 13 that narrowly failed in 2020 to today’s Prop 2?</h3>Prop 2 focuses on providing funding for K-12 and community colleges and does not include a change to local bonds, it only helps to match funding from local school bonds. Prop 2 is also supported by nearly every school district, the California Democratic and Republican parties and dozens of organizations from all corners of the state.Prop 2 also contains strict accountability provisions, public disclosure, and independent audits to ensure our schools actually get fixed.<h3>Will Prop 2 raise my taxes?</h3>Prop 2 does not increase state or local taxes. The measure will use exiting general fund revenues to make principal and interest payments on the bonds, ensuring that the state prioritizes funding for vital school construction projects<h3>Prop 2 does not adequately address the growing inequality with public school funding, with too many resources going directly to wealthy school districts that are already flush with resources.</h3>Prop 2 will do the greatest good for the most students across California and all school districts are able to participate in the School Facilities Program. In reality, Prop 2 is the result of bi partisan legislative negotiations that solved for inequitable funding for disadvantaged and low-well school districts. Even better, the measure provides technical assistance to small, mostly rural school districts and those who have not previously accessed the program.Prop 2 actually increases funding for disadvantaged and low-wealth school districts, and provides technical assistance to small school districts and those who have not previously accessed the state program.Prop. 2 includes new protections for small school districts, to ensure they are able to access the program on their own timeline. But the state’s school repair fund is running out of money.Proposition 2 on the Nov. 5 ballot would authorize the state to issue a $10- billion bond to modernize, renovate and repair public schools, as well as community college campuses. Of the money, $8.5 billion would go toward TK- 12 schools while community colleges would get $1.5 billion.Voters should support this well-crafted measure to invest in California schools. It would modernize classrooms and campuses, many of which have gone for so long without upgrades and repairs that they could charitably be called neglected, if not run-down.Kids deserve a safe and healthy learning environment and California voters, who four years ago rejected Proposition 13,&nbsp;a much-needed $15-billion school facilities bond, owe it to current and future generations of California students to say yes this time. Unlike other states, California has no dedicated source of funding for school repairs and must periodically ask voters to replenish the coffers with bond measures.The last voter-approved school bond was in 2016, and the $9 billion it provided has already been spent or claimed. There’s a growing backlog of more than $3 billion of school projects currently awaiting funding, about half of which are in the Los Angeles area.It’s not clear why voters rejected Proposition 13 in 2020, but Proposition 2 doesn’t include the same provisions about raising local bond caps that prompted concerns about higher property taxes or a funding formula that stoked opposition from some school districts.Although most of the Proposition 2 money is earmarked for renovations and upgrades, some will also go toward new construction, including replacing dilapidated buildings on existing campuses. To receive state bond funds, districts have to put up their own money, often through local bonds, and apply for matching funds from the state. But it’s done on a sliding scale that provides a higher match to small or low-income districts that aren’t able to generate as much local bond money.Proposition 2 wisely allows funding matches for climate-friendly projects such as schoolyard greening projects to remove asphalt, increase shade and keep students safe from the heat. It dedicates more than $100 million to remove lead from drinking water.The bond includes money for career technical education centers and charter schools, and provides extra funding to build or renovate classrooms to be used for transitional kindergarten, an important investment as the state gradually expands TK&nbsp;to make it available to all 4-year-olds.There is no question of the need and demand for these projects. Between the existing backlog and the roughly $1.5 billion in applications submitted to the state each year, proponents expect that most of the Proposition 2 money would be claimed by 2028.Los Angeles Unified School District, which put&nbsp;its own $9-billion bond&nbsp;on the Nov. 5 ballot, is one of more than 260 school and community college districts that are asking voters to approve bonds that will help them access state money under Proposition 2. LAUSD expects to receive about $700 million.Opponents include Assemblyman Bill Essayli (R-Corona) and former San Diego City Councilmember Carl DeMaio, a Republican who is currently running for Assembly. The Howard Jarvis Taxpayers Assn. argues that, though the money is paid back through the state’s general fund, it will lead, indirectly, to local property tax hikes as school districts place their own bonds on the ballot to secure matching funds from the state.But it has much broader and bipartisan support. Proposition 2 is endorsed by both the California Democratic and Republican parties and by the California Teachers Assn., the California Building Industry Assn. and the Coalition for Adequate School Housing.That’s not surprising. Luckily, we have the opportunity to improve the learning environment for students across the state and right here in San Diego, with Proposition 2.The truth is, many schools were built over 70 years ago. While we have done a good job of updating things as we’ve gone, classrooms are in need of bigger repairs and upgrades to ensure that our students are getting the skills they need to compete for the jobs of today and the future.<a href="https://www.ppic.org/publication/equitable-state-funding-for-school-facilities/" target="_blank" rel="noopener noreferrer nofollow">More than a third</a> of the children in California are attending schools that aren’t meeting minimum standards, and are exposed to issues like deteriorating gas, electrical, and sewer lines, unsafe drinking water, and the effects of extreme weather. Leaking roofs, malfunctioning bathrooms, and removing hazardous mold, asbestos, and lead paint are just a few of the examples of projects our schools need to address most urgently.…Thankfully, Proposition 2 provides a pathway to improve these issues.Proposition 2 will authorize a $10 billion investment — without raising any taxes or fees — to make the most necessary repairs and upgrades in our local public schools and to address the growing inequality in public school funding. These investments are essential for our students to remain safe and ready to learn, as study after study has shown.…But even with our local investments and successes, more needs to be done to secure a future for the kids who depend on us, which is the reality when school facilities are decades old.Just weeks ago, as students were beginning the school year, Southern California was hit with an extreme heat wave. As a coastal community with a temperate climate, we made do with what air conditioning and fans we have, but as temperatures rose to the high 80s and 90s, many schools’ existing venting and air conditioning units were <a href="https://fox5sandiego.com/weather/schools-alter-days-as-heat-wave-beats-down-on-san-diego-county/" target="_blank" rel="noopener noreferrer nofollow">stretched to their breaking points</a>. The result across San Diego County included shortened classes, students with heatstroke and malfunctioning equipment. With rising temperatures on the horizon, we need the resources to equip schools to handle future heat waves while keeping our students safe. Proposition 2 will provide the funding to make these upgrades.Proposition 2 will also support schools that have been damaged by earthquakes, wildfires, floods and other natural disasters, ensuring kids have access to temporary classrooms so as not to disrupt learning. With expectations for an “above normal” fire season in September and October throughout San Diego County, it’s imperative that we look to long-term solutions for our kids.In addition to providing the structural updates and modernization that our schools need, Proposition 2 was written with strict accountability provisions, public disclosures and independent audits to ensure that funding actually goes to schools, preventing politicians from redirecting that funding. In Face of Record Back-to-School Heat Waves, Proposition 2 is Needed More than Ever

For LGBTQ voters, the most important measure on the California ballot is Proposition 3, which removes language banning same-sex marriage from the state constitution. There are nine other statewide initiatives on the November 5 ballot. Below are our recommendations.Proposition 3: Constitutional Right to Marriage. Legislative Constitutional Amendment. YES. Simply put, removing the old language from Proposition 8, that "only marriage between a man and a woman is valid or recognized in California," is overdue. Since Prop 8 was ruled unconstitutional by the federal courts, and the U.S. Supreme Court let those rulings stand in 2013, most people have gone about their lives without really thinking about it. But in 2022, when the Supreme Court overturned Roe v. Wade, conservative Justice Clarence Thomas wrote in a concurring opinion that maybe it's time for the court to reconsider other precedents, such as 2015's Obergefell v. Hodges, which legalized same-sex marriage nationwide....Proposition 2: Authorizes Bonds for Public School and Community College Facilities. Legislative Statute. YES. This measure authorizes $10 billion in state general obligation bonds for repair, upgrade, and construction of K-12 public schools (including charter schools) and community colleges.
